In April 2020, new changes to the eligibility conditions for accessing community-based home care assistance were implemented by New York State Department of Health. Under the Families First Cares Act (FFCRA), states cannot restrict Medicaid eligibility until the quarter following the end of the Public Health Emergency. The Public Health Emergency has since been extended to January 23, 2021 resulting in the new home care lookback period and imposing transfer penalties being delayed until April 1, 2021.
