Some people will go to great lengths just so they don't have to hire an attorney.

"No harm, no foul" actually applies in civil cases, where a plaintiff usually has to prove that they have actually been damaged by the defendant's conduct. Suppose someone taps the back of your bumper in traffic and causes no damage to your car and you suffer no injury. The other driver was negligent by not maintaining a safe distance, but you cannot sue because you have no damages like car repairs or medical bills to be compensated by the other driver.
